Education:
A bachelor's degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or a related field is required.
A master's degree or project management certification is preferred.
A PhD is also preferred.
Current certification as a Project Management Professional (PMP) from the Project Management Institute (PMI) is required.
General Experience:
A minimum of 12 years of relevant industry experience is required.
At least 5 years of experience managing project life cycles, including risk, resources, and schedules, specifically for internet and intranet software operations and support projects.
At least 3 years of experience managing internet projects for government agencies in a multi-tier environment.
Specialized Experience:
A minimum of 10 years of combined technical experience in the IT field that is directly related to the required area of expertise.
Required Skills & Experience:
Certification as a Project Management Professional (PMP) is essential.
Proficiency with the CCATS application is required.
Excellent verbal and written communication skills are mandatory.
Experience with Maryland state procurement is a plus.
Experience in drafting Fit Gap Analysis is advantageous.
Previous experience preparing and delivering well-organized, informative presentations is preferred.
Duties: As a Senior Project Manager, you will provide expertise in information technology, specifically in Child Care systems. Your responsibilities will include formulating specifications and executing technical initiatives within specific areas. You will define requirements, perform analyses, and develop plans and requirements for systems. Additionally, you will offer technical and administrative guidance to personnel engaged in software development tasks related to Child Care management. Collaborating closely with the Program/Project Manager and stakeholders is essential to ensure effective problem-solving and user satisfaction. Recommendations may be made for the approval of major systems requirements concerning Child Care management. You will also provide guidance in interpreting and implementing applicable laws, regulations, policies, and procedures.
Responsibilities:
Oversee the planning, development, and operation of a modernized childcare tracking system.
Evaluate complex situations accurately and identify viable solutions that lead to successful outcomes.
Develop and maintain lessons-learned inputs in the project repository for future project utilization.
Monitor daily system operations to anticipate and prevent problems, directing corrective action when necessary.
Provide verbal and written communications regarding project status, risks, and issues, making recommendations on project decisions to designated contacts.
Manage resource allocation within programs to address work fluctuations while adhering to budget and time constraints.
Serve as a subject matter expert, providing technical and analytical guidance to program and project teams.
Utilize agile project management methods, such as Scaled Agile, to prioritize, define, execute, and deliver system enhancements and corrections.
Manage system engineering workloads, assigning priorities and tracking progress through delivery.
Coordinate with multiple state agencies, such as the Department of Human Services, to ensure optimal use of the MD Think platform.
Lead the team in identifying root causes of problems and implementing effective solutions.
Coordinate task assignments and ensure system quality across all supporting teams, including security, networking, system administration, and development.
Approve the deployment of code release packages for user acceptance testing, training, and production environments.
Conduct weekly status calls with internal and contractor teams to communicate objectives, monitor progress, and resolve issues.
Collaborate with the division to provide support and ensure the seamless adoption of new systems and business processes.
Assist in managing contracts and vendors associated with delegated initiatives within assigned projects.
Co-facilitate monthly meetings of the Program Advisory Committee (PAC).
Project Management:
Perform as a Senior Project Manager for significant development initiatives classified as Major IT Projects, ensuring formal project management practices are followed.
Prepare project charters, technical roadmaps, roles and responsibility matrices, and other project planning documents in accordance with established policies and procedures.
Translate generalized customer business goals into concrete strategies and tactical plans.
Brief stakeholders, including executives, on project goals, approaches, and statuses throughout the project lifecycle.
Execute projects using PMI and agile methodologies, such as the Scaled Agile Framework.
Prepare and disseminate project reports summarizing progress in multiple dimensions.
Tackle complex problems requiring in-depth evaluation of various factors to achieve optimal results.
Exercise judgment within broadly defined policies to develop and implement effective methods and techniques.
Collaborate effectively with internal and external clients, vendors, and senior management to achieve project objectives.
Develop and maintain lessons-learned documentation for future project utilization.
Plan and manage project budgets, schedules, scope, and resources to achieve objectives.
Financial Management:
Collaborate with the Finance Department and various functional managers to ensure accurate estimation and control of project budgets; provide overall financial recommendations and develop monitoring controls.
Provide monthly accruals and forecasts by established deadlines.
Maintain current statements of work for all contractors and ensure timely tracking and approval of contractor invoices.
Offer regular updates to designated personnel and stakeholders on project statuses and budgets, documenting reasons for any budget discrepancies.
Risk Management:
Develop a comprehensive Risk Management Plan at the program level within the Capability Maturity Model Integration (CMMI) Framework.
Proactively identify risks and opportunities within both business and technical plans; develop risk mitigation strategies and contingency plans.
Maintain an issue and risk matrix log at the program level.
Provide detailed plans for managing or eliminating risks, including weekly status reports highlighting major risk factors.
Additional Responsibilities:
Provide input on procurements related to hardware, software, networking, or other services associated with Child Care systems.
Estimate budgets for technical services for the finance officer.
Identify necessary technical resources to meet objectives and recommend methods for obtaining them; participate in technical planning as requested.
Coordinate Child Service System management with other state systems to minimize costs and enhance quality.
Monitor emerging technology trends to identify and recommend strategic investments that will benefit the program.
Collaborate with functional analysts to analyze and document features, capabilities, and user stories.
Coordinate with product owners to define system goals, functional requirements, and user stories.
Ensure requirements are traceable through product owner approval and user acceptance.
Oversee system security and compliance with audit recommendations.
Participate in strategic planning to align the technical roadmap with agency priorities.
