Under the general direction of the District Manager with the Department of Industrial Relations (DIR), Division of Occupation Safety and Health (DOSH), Enforcement Branch, the Associate Safety Engineer is responsible for performing independently the full range of professional journey level safety engineering work in construction, electrical, and industrial functions related to the Cal/OSHA program. The Associate Safety Engineer conducts, including the most difficult, safety inspections, accident investigations, consultations, and journey level assignments, related to construction, electrical, and industrial occupational safety and health, throughout the State. Associate Safety Engineers are to perform all work in accordance with DIR-DOSH policies, DOSH Compliance Policy and Procedure Manual, Directives, and Memorandums.

Some of this work will be in an office environment and at other times the work will be at a field site that has the potential for exposures to safety and hazardous substances, and may involve, including but not limited to: Working outdoors 8 hours or more per day in a wide range of weather conditions (e.g. rain, strong winds, heat, and cold); Sitting at a desk, in a chair, and in front of a computer screen, for an extended periods of time; Moving/walking and standing for extended periods of time, including but not limited to, on slopes, uneven, rough, wet, and/or slippery surfaces/terrain; Using a multi-line telephone console or a cordless telephone with headset; Bending, squatting, crouching, kneeling, stooping and twisting; Perform repetitive hand motion, simple grasping, fine finger manipulation, pushing and pulling with right and left hands; Reaching (above and below shoulder level); Lifting and carrying up to 50 pounds of equipment or work related materials; Climbing up and down/balancing stairs, ladders, stoops, slopes; Dressing appropriately for working in the field, including proper use of personal protective equipment (safety boots, protective suits, hearing protection, respiratory protection, safety eyewear, hard hat, cooling vests, gloves, etc.); Traveling via private, State vehicle, or public transportation (i.e. automobile, airplane, etc.) including overnight travel inside California may be required; Have functional vision.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Purpose and function of the various components of the Cal/OSHA program; Principles, practices, and methods of construction, electrical, and industrial engineering, including those specifically applicable to safety engineering; Equipment, machinery, safety devices, and operations used in various construction, electrical, and industrial work places; Occupational safety and health hazards associated with construction, electrical, and industrial disciplines; California Code of Regulations Title 8 Safety Laws, covering constructions, electrical, and industrial safety; Applicable provisions of the California Labor Codes related to construction, electrical, and industrial safety; Methods and techniques used in safety inspections, accident investigation/inspections, accident prevention, consultation, training, and technical, and technical report writing associated with the constructions, electrical, and industrial disciplines; Methods and practices used in eliminating hazards or abating safety hazards associated with the construction, electrical, and industrial disciplines; Methods of developing and presenting evidence in administrative and formal legal hearing; Keenness of observation, tact, maturity and diplomacy when used to analyze situations, make recommendations and decisions; Effective time management and organizational skills in order to prioritize and complete work assignments in a timely manner; Effectively communicate during inspections, investigations, meetings, hearings, and when representing the Division, both orally and in writing; Excellent writing, note-taking and computer skills; Reason logically and analyze information in order to reach accurate and defensible conclusions, and clearly communicate those conclusions; Establish professional cooperative relationships with staff and stakeholders at all levels as appropriate thus demonstrating effective interpersonal skills; Effectively communicate information and consult with staff managers, and stakeholders at all levels as appropriate thus demonstrating effective oral and written communication skills; Assess one’s own strengths and weaknesses and pursue self-development thus demonstrating continual learning; Independently conduct on-site inspections at the full journey level in a variety of work places without endangering oneself and others; Conduct safety inspections and accident investigations associated with the construction, electrical, and industrial disciplines, including the most difficult and complex, in workplaces throughout the State; Identify occupational safety and health hazards and unsafe working conditions and practices in the construction, electrical, and industrial disciplines; Identify if a hazardous condition and/or practice is an imminent hazard; Evaluate and develop alternatives to resolve occupational safety hazards; Gather and effectively analyze information; Document interviews; Manage multiple projects and tasks; Work independently and as a team member; Interpret Cal/OSHA operating policies and procedures; Interpret and apply Title 8 California Code of Regulations applicable provisions of the California Labor Code, and the policies and procedures of the Cal/OSHA program associated with construction, electrical, and industrial disciplines; Develop and maintain effective working relationships with employers, workers, labor organizations, the general public, and others encountered in the work; Analyze situations accurately and take action; Communicate effectively, both orally and in writing; Address groups and conduct seminars and workshops on constructions, electrical, and industrial worker safety; Prepare technical reports and correspondence; Act in a lead capacity and assist in training staff in occupational safety work in Cal/OSHA program functions and activities associated with the constructions, electrical, and industrial disciplines; Prepare and present evidence, and represent the Division of Occupational Safety and Health or other components of the Cal/OSHA program in administrative and formal legal hearings related to the construction, electrical, and industrial disciplines; possession of a valid California Driver’s License and Car insurance.
